Normally, threads are listed in order of 'age', i.e., the date/time of the last post added to that thread. A 'sticky' thread will remain at the top of the list of threads (for that category), no matter how long ago anyone has added to that thread. It is used to keep important information visible at the top of the list of threads. This only applies when you are viewing all of the threads for a given category. It does not apply to the lists of 'recent' threads that can be displayed on other pages within the forum, like the main page of the forum that shows you the recent topics, or when you click on "New Posts".
Normally, only moderators can change the 'sticky' status.
