There is one type of filler that can be used in power coat its called , Alvin Hi-temp Lab metal and use Lab-sovvent to keep it moist as you work it into the holes , try to get it as smooth as you can using the solvent as Lab metal is very hard after it sets and hard to sand.

I haven't looked at this page for a while, but for what it's worth. I powder coated the Woolly (49 Rapide), which included the fork blades, one of which had quite a deep gouge in it. I don't know the exact size but would guess maybe up to 1/8 inch deep and 1 + inch long. I filled it with JB weld reasoning that as a metal filled epoxy the powder would get attracted to it. 20 some years later I don't think I can find the spot.
