My flat tank BSA has something similar for filling the primer cup on the cylinder head. Do I win a prize?

I do have a karki 2 burner petrol stove used on the Continental Circus around Europe (when Motorcycle Racing was carried out by real people who were allowed to hang their washing out in the paddock) I belive they were originally called a Benghazi and used for brewing tea in the western desert while fighting Rommel. But no Tom its not used for filling that

Twenty questions.
Is it not for filling anything but an indicator/pointer?

I am with Ed as it looks like a bent spoke. Must be for the 24" degree wheel.
