What about wrapping the engine in plastic and then use that expanding spray foam to build a cocoon? Are the cases painted?
Hopefully some customs agent won’t decide to open it with a hatchet.

You can get bags that have the expanding A-B foam inside them.
You put your part in between 2 bags, then break the internal capsules and the foam is created.
Used a lot in the electronics industry
