The thing with "Global shipping program" is that shipping costs PLUS customs duties are charged on sales bill so basically no customs will be involved in your country. So it is the import tax that you see mostly, not money Ebay puts in their pockets.
That may be true in some scenarios; it appears the rules for VAT and import duty differ between many pairs of countries in which buyer and seller might reside. But in the US, I've never been charged VAT or an import duty on items sent from the UK via Royal Mail - so I conclude that in these cases at least, Ebay is indeed pocketing the considerable extra charge from GSP.
