It occurs to me that although the ESA outer washer is thicker, it's the "lip" or shoulder that does the trick. It spaces the surface of the washer that contacts the springs outward, thus reducing the preload on the springs. The original washer does the same thing with the little recesses for the springs but I think the lip is deeper than that.
