I do have a device that screws into the plug hole, but I have never set timing that way..
Forget the device. I carry in my toolkit a cheap, thin 6" machinist's ruler of the type shown at this site, except one with inches on one side and mm on the other:

These rulers are narrow enough to enter the spark plug nearly vertical. Get the engine close to TDC, insert the ruler, and rock the engine back and forth until you've found TDC to within a half-mm or so. Slide the clip down until it makes contact with the head, i.e. so that if the engine is rotated past TDC and the piston moves down the ruler won't move.
Remove the ruler, note where the clip is on the mm scale, then add 12.3 mm (for a Rapide; 11.9 for a BS). Slide the clip to that new location and drop the ruler back in the spark plug hole. Rotate the engine backwards until the clip of the ruler again makes contact with the head. Don't worry if you go too far. Rock the engine back and forth until you're happy you found the right place. Your Rapide is now at 39-deg. within a fraction of a degree.
If you insist on buying an all-Imperial ruler add 31/64" to whatever no. of 64ths you find at TDC. Better yet, take the time to find a shop that sells one with a metric scale. Surely, even in Canada they have metric scales...
