is this a good regulator for a walkernator?

I ask because I am still getting grief from my rusty BTH on kick start but when I start it on rollers it runs smoothly down to tickover so I am thinking of coil ignition however if I test the walkernator output from the stud on the alternator (still connected to the battery) I see 18 or 19 volts on a blip of the throttle and as its not the first time I have fried the cyclon batteries with this walkernator on my old Comet this is a new regulator I bought just in case the old one was the culprit and its also a rewire. I am a bit stuck as to how to proceed
