The test (removing the spring cup) provided the necessary clearance allowing the Kickstart lever to return properly. The fix was to grind most of the ears off the spring cup (keeping just enough to locate the spring). I found the spring must be carefully held in place during assembly; it can easily slip out of the cup and intrude into the necessary clear space.
