Have you considered a DIY approach? Assuming the spokes and chrome of your existing wheels are OK, of course...
Clean it all up thoroughly, and get some masking tape, and tape exactly to the outer edge of the black line, and around each spoke nipple. Now give the black a coat or three with a spray bomb. Once that is fully dry and hardened, tape the black off and also the outer edge of the red line,, and use a spray can on that as well
