On a Vincent it is not really an issue as the rocker collet on the valve just sits in the top of the guide, I have cam timed an engine using very light springs (part of a GM LS engine kit for changing a cam) and then changed them out for the real thing. The intakes stayed put as they had new seals and IIRC i could just pick up the Exh with a pair of needle nose pliers and slip the keepers in. Wasn't a big deal. If all else failed you could pull out a rocker and hold it up down the tunnel.

How about this one built by Norton Owners Club member Barrie Fairfield. Not legal but with the engine, electric motor and rider pedalling you might be able to outrun the law. ;)
