I have a similar steering damper setup to Bill on my Rapide. I just had to modify my bracket to match the holes in the new modified steering stem.

Further to Erik's posting above; this is an excerpt from the instructions for fitting the steering damper to the original steering heads. The same advice is relevant to the JE stems as well.
Now check the depth of the hole into which the FT 127 pin fitted and ensure that it is 0.8” (20 mm deep) or deeper. If not drill it deeper with a 5/16” drill. It already has a 5/16” internal diameter. This is the correct drilling size for a 3/8” BSF thread and your next step is to tap out the hole for its full depth with a 3/8” BSF tap. The material is quite hard so it will pay to start with a taper tap and work up to a plug tap. That is the only preparation work which is required.
Your next step is to fit the special bolt which goes through the damper body clamp into the 3/8” BSF hole of the original friction damper anchor. A thick 3/8” washer is provided and should be fitted to ensure that the whole of the threaded part of this bolt can be engaged. Once you are happy with the whole assembly you should Loctite this bolt into place.
