That may be the solution. The 40 year old pained bicycle frame tube is in far better condition than the fork spring box which did 10 years' service.
I think DHC plated steel would be a better solution than new stainless ones

If the bottom spring box is held like the top there is not a lot of contact area
and yes that is the remains of a pin at about 3/32" from the end of the tube one side only!

I had a close look at the join on the lower spring boxes with a magnifying glass, and did not see any trace of a pin.
Repairing and hard chrome plate for the lower spring boxes will be more effort and cost the same as buying new SS ones, but I think it will be better.
