Nothing special underneath, neither the bolt nor the threaded rod have any function on the other side.

Is it an improvised puller to remove a damaged layshaft bearing outer race from the timing side case?I could have used something like that a few years back.It looks as if the screw on the edge is to expand the circular bit once it is placed inside the bearing ring.

Very close. In a sense it is a 'puller' but not exactly, and the purpose of the offset bolt is to expand the circle.

Expanding the device makes the bearing (if that`s what it`s for ) tighter in the housing. Therefore harder to extract.
