Peter read it right and I tried rotating the serrated washers to deal with it. The heavy cables I have are too well made to shift the ferrules and shorten the outers!

That kind of makes sense. At 90 degrees there is the max mechanical advantage working for you on the brake cam, so if the linings start to engage a bit earlier then as pressure is applied the arm will rotate a tad more, approaching the ideal position of 90 rather than moving away from it. Just my thoughts
