GST on Imports to Australia

The Canadian gov has collected the GST on all sales like this for ever. We do not put the onus on the exporter to collect and submit it.
Now I have to go buy a new pair of shoes in another and scuff them up to avoid paying duty on them which isn't applicable anyway and then avoid paying GST on them which is applicable, but is collected by the Canadian Gov and somehow is a threat to some other country's national security.
