Girdraulic head stem base

Just stripped forks prior to paint and the base of the head stem is "peened" over the base damper fitting. Presume this is a "mod" or is there another piece to dismantle? I can't move for parts now!

Hi Tug,
Any chance you could post a photo?
Do you mean the base of the lug is peened over the steering damper plate?

It`s not the base of the lug, it`s the tube end, which locates the damper plate, I`m not sure if this was intentional, but it does stop the plate from falling off. But it does work. If you want to take it off, file back a bit and tap the plate off.
