Those horizontal ribs in the casting remind me of Jawa, one of my old buddies had one, in fact the chap I purchased my Rapide from in 1965, as I remember it it was a dark sort of magenta colour not dissimilar to a James Comet
Its a Sachs 200 or 150 - a proprietary engine mainly fitted to scooters and some microcars. It would probably have had a fan and cowling fitted. Note the fins/barrel is quite compact.
