Misc: Charging Systems 3 phase Alton

Can anyone help, I have an old 3 phase Alton, it looks "cooked" inside, it reads 0.7 ohm across each phase and nothing to the body.

I've run it with a drill at 3000 rpm and it JUST makes 12v across each phase, I've also tried a 12V 45W headlamp bulb across each phase and it lights brightly, shouldn't it be making more voltage at a lower rpm than this ( equivalent to about 2500 rpm engine speed)

So is it ok or is it faulty.

The three phase ones did not work properly, even when new.
Paul Hamon gave up on them.
