1938 Velocette, what to look for

Well, if you can deal in person and disregard any claims not verified, the bike could be fine despite the seller being a weasel. Sinless Cycles has a good reputation at least.

Without having actually researched, though, the price seems very high for an OHV Velo. Looks like Car Dealer Syndrome; they tend to know nothing about the occasional bike being sold, and ask absurd prices.

I figured it was priced a bit high but maybe worth a premium if it is in-fact original. He had it listed for sale at 18.5 for a long time and obviously had no takers.

That originality would be good to verify - hard to tell from the sparse and small photos, but the paint looks awfully good for being 80 years old.

Just for fun, I sent a question informing the seller of the nonexistence of the claimed 'MCC' model, and asking for accurate info. Reply: "MC. Please see the pics". (Unfortunately the Velocette MC, like its brother the MCC, never existed...)
