brake rod

Hello Everyone, We have recently discovered this (what we assume to be) brake rod in the shed. The wing nut on the end comes up as a Vincent part, but other than that we have nothing else to go on. Does anyone know what this fits? All help appreciated. :) Total Rod Length is around 20 1/2"...
