I have absolutely no doubt that you will get it running. If you lived over here it would have been in my shop already, diagnosed started and christened!!!!!

I have rain some of the fuel out of the tank and used it in another bike without any problems and yes I taken the carbs apart and cleaned them both.
Are you absolutely sure you have set the timing up on the COMPRESSION stroke. No its not a dumb question, its a simple mistake many a owner has made - including me!

I know someone who did the timing right on a Twin, Then popped the points end of the mag' off, For an adjustment.
And put the end back 180 degrees wrong !!, My foot will never be the same !, Ouch, Ouch, Ouch., Silly old ---.
When doing the valve timing on a twin, I always check it with checking the Mag points are opening on the right stroke. Cheers Bill.

Also, make sure the spark plug lead from the bottom pickup on the mag goes to the rear cylinder. My mag isn't stamped to assist with that, so I had a devil of a time with that once.

Well. I have to disagree. Don't start the bike on the rear stand too often and do not fiddle around with the long and short compressions. Just turn it over a few time with the valve lifter lifted and then boot it, dropping the valve lifter half way down the kick start movement. The method shown puts unnecessary strain on the kick start mechanism. However, each to his own.
